Norfolk Net Zero Communities is a two-year Innovate UK funded project focussed on addressing the barriers residents face in taking
action for more efficient homes, renewable heat and power, and greener travel.

Through working closely with seven pilot communities and local businesses, and listening to what they have to say, we hope to find better ways as a partnership to support all of Norfolk’s residents with moving towards a lower emission way of living, whilst improving quality of life, and creating vibrant local economies and communities across the county.

About Norfolk Net Zero Communities

In 2023 the Norfolk Climate Change Partnership secured £300K from Innovate UK to establish seven Net Zero Communities across Norfolk, with Great Yarmouth Borough Council acting as the accountable body.

Running from July 23 to July 25, this two-year project is the first across the Partnership.

The funding comes from a national Net Zero Living programme, Fast Followers, centred on innovation and system change in place-based approaches to reducing emissions

The ambition of the Partnership and  the project is to make it easier for residents to:

  • To make changes to properties so they are more energy efficient
  • Use greener ways to travel
  • Create and access renewable heat and power

This project is all about listening and working with people and their communities. Led by insight, we have selected seven communities that together provide a good cross-section of Norfolk life and circumstances.

Working with national environmental charity Hubbub, local partners, and meeting people where they are at, we want to start conversations with wider parts of each community and listen to what they have to say about the three priority areas of the project.

Through this we can capture their aspirations and the barriers that stand in their way.

We want to understand how these barriers relate to place and people, and which ones are a priority for NCCP and other partners to solve.

The project will use this information to design and test out messaging and advice/support options to remove or reduce the key barriers, thinking about place and people again.

The findings from this work will be shared across Norfolk partners, and nationally, with recommendations of what to put in place to unlock demand and connect to stronger local supply across all communities in Norfolk.

The pilot places for the project have been chosen to provide a cross section of Norfolk. The selection involved the seven District Councils, local councillors, and working with local communities.

The pilot places are:

  • Marshland St James (Borough Council of King’s Lynn and West Norfolk)
  • Swaffham (Breckland Council)
  • Eaton (Norwich City Council)
  • Loddon & Chedgrave (South Norfolk Council)
  • Brundall Ward  (Broadland Council)
  • Ormesby Ward  (Great Yarmouth Borough Council)
  • Stalham (North Norfolk District Council)

The map of our communities was commissioned from Norfolk artist Madeleine Smith.

This is a Norfolk Climate Change Partnership Project, with accountability and reporting to the Senior Officers and Portfolio Holders groups that meet regularly. There is a dedicated Steering Group and Advisory Group for the project, bringing together key representation and expertise to ensure the project is a success and well aligned to local and national activity and best practice.
